Human Resources Business Partner, Eastern Region (1 position)This is a key managerial position reporting to the Senior HRBP for PBB. The jobholder will enhance the achievement of the business unit objectives and overall Bank objectives through the implementation of the Human Resources strategy, policies and practices.

Key accountabilities will include;
• Work in partnership with the line managers to provide support and influence that will enable them to effectively deliver their people plans.
• Provide a consultancy service that delivers best practice and focused HR solutions that support the business area in
• conjunction with specialist HR functions.
• Facilitate career and succession plans for the business units and roles.
• Inculcate a shared mindset and foster employee loyalty to the Bank's values.
• Establish the Skill gap within Business Units and facilitate TNA.
• Co-ordinate the delivery of training programs with the Regional Manager.
• Evaluate the effectiveness of the training programmes and determine the impact the training has had on the performance of employees.
• Instil learning within the business Unit
• Instilling a performance culture within the business unit
.• Advise the Senior HR Partner on the opportunities for improvement of employee relations.
• Attend to employee grievances as well us disciplinary issues.
• Enhance two-way Communication within the region by ensuring that employees and other stakeholders are informed on what is happening, why it is happening and how it affects them. Identify and administer formal and informal communication channels.
• Equip line management with appropriate tools and knowledge to effectively manage their people in line with their people plans such as performance management, absence management, career management etc
• Provide personal support on the implementation of HR initiatives in support of the HR strategy.
• Drive, influence, advise and support the cultural aspects of organizational change, people processes and business improvement initiatives within the region in order to improve business efficiency and people management allowing for flexibility and planned growth

Main Roles and Responsibilities:
• Plan for the delivery of primary health care services each month according to departmental strategies and goals, and evaluate the effectiveness of outcomes.
• Participate in budget planning and monitoring
• Liaise closely with Public Health staff to coordinate seamless implementation of Primary Health and Public Health services
• Plan activities and processes with Communications Department, including documentation of and assistance with specific events and activities
• Carry out planning and logistics for all visiting medical teams and individual volunteers placed within Medical Services, in conjunction with Guest Relations department.
• Give direct oversight to the following roles: Medical Officer in charge of clinics. Laboratory Coordinator, Practice Manager - ensure performance according to job descriptions and department work plans
• Monitor the performance and roles of all staff within your team
• Facilitate recruitment and interviewing for positions within Primary Health Care team, in conjunction with Team Leader Conduct staff appraisals
• Ensure that staff undergo training and development relevant to their roles
• Ensure compliance to policies and Standard Operating Procedures, including continual development of policies and guidelines
• Coordinate annual leave schedule and sick leave records for the entire Primary Health Care team
• Manage all payment requisitions for Primary Health Care services
• Provide accountabilities for all funds receive
• Coordinate all donations of funds or supplies received for Medical Services
• Submit timely reports on Primary Health Care activities

Job requirement
Minimum Requirements
• Relevant qualification in the medical field
• At least 5 years' experience in clinical settings, preferably with paediatric management experience at a senior level shall be an added advantage

Recruitment For Programmer , T4D Unit

1. Overview: UNICEF Uganda in Kampala desires to recruit a Software Programmer to its Technology forDevelopment Unit. The candidate should have proven experience with UNIX-like operating systems, relationaldatabases and data processing to support the work of an international organization, an international NGO withbroad scope, or a similar challenge.
UNICEF Uganda is seeking practical assistance in developing andadapting innovative technologies to field operations within key programmatic areas. Experience in co-creativeand participatory approaches to development is critical.
Some travel might be required on a project that is usingcutting edge mobile and web technologies to directly benefit children in the developing world.

2. The T4D Unit currently has a Technology Specialist whose assignment includes acting as a trainer to buildlocal programming capacity.
The recruitment of this programmer, with high priority given to developers who areUgandan and based in Kampala, is in part to fulfill the need for improved local capacity. T4D also has agrowing number of projects that require programming work, not all of which can be done by the current team

2. Purpose of Assignment:
• Implement and adapt software for use with T4D projects based on requirements documents, functionalspecs and user stories
• Produce documentation and automated tests
• Provide modification programming for the following projects in the 2011 workplan, based on realuse/user feedback, with about equal time on the following projects (1/3 time each):o mHealth – modifications to and testing of RapidSMS modules for mHealtho Education Monitoring (RapidSMS data, partner data collection methods, common dashboard)o Testing/support of Blackberry apps
• Provide ongoing maintenance and technical support for country office projects that involve ICT elements(mobile, web and hardware devices)

3. Duration: 3 months, with option to extend up to an additional 8 months subject to performance assessment,suitability of deliverables, and suitability to needs of the country
