Technical Advisor – Transitional Justice

The Justice Law and Order (JLOS) is in the process of re-building the justice structures in the conflict affected areas and developing an appropriate policy and legal framework for accountability, reconciliation and the transition from conflict to peace in Uganda JLOS wishes to recruit an International Technical Advisor for Transitional Justice who will be responsible for providing programme management support, policy and planning and technical advice to ensure the successful development of an appropriate transitional justice system in Uganda within the framework of JLOS.

The Technical Advisor will be responsible for policy formulation, planning and monitoring the implementation of transitional justice programmes; provision of technical advice to JLOS Structures, capacity building, fund raising and preparing periodic reports to JLOS and Government. The Technical Advisor will report to the Senior Technical Advisor, Justice, Law and Order Sector.

Required Qualifi cations:

- Post-graduate degree (legal background preferred);

- 7-10 years experience in post confl ict and transitional environments, with local or internationalorganizations;

- Prior experience in other African Countries implementing transitional justice mechanisms;

- In-depth knowledge of transitional justice and expertise on the Rome Statute;

- Prior experience with devising strategiesin linking various transitional justice mechanisms;

- Experience in working on human rights issues or with victim;

- Managerial experience;

- Fundraising experience;

- Good networking abilities;

- Excellent writing skills;

BUGINYANYA ZONAL AGRICULTURAL RESEARCH AND DEVELOPMENT INSTITUTE (ZARDI)

JOB OPPORTUNITIES

Buginyanya ZARDI is one of the Public Agricultural Research Institute established by the National Agricultural Research Act, 2005. The institute is mandated to conduct applied and adaptive agricultural research in the South Eastern Agro-Ecological Zone of Uganda under the policy guidance of the National Agricultural Research Organisation (NARO).

The Director Buginyanya ZARDI, invites suitably qualified Ugandans to fill the following positions at the institute.

1. Job Title: HUMAN RESOURCE AND ADMINISTRATION OFFICER. (1 post)
Duty Station: Buginyanya ZARDI, Sironko
Salary Scale: UR 5(i)

Tasks and Responsibilities:

  • Participating in the development, implementation and evaluation of strategic human resource management plans and budgets.
  • Coordinating the recruitment and selection process and serving as secretary to the appointment committee.
  • Monitoring the performance of staff to ensure attainment of set performance targets and specifically evaluating performance of staff under-going probation in order to determine their suitability for confirmation in employment.
  • Developing, coordinating and implementing effective strategies for improving workplace relations in order to gain employee commitment and improved morale.
  • Overseeing the implementation of an effective human resource management information system for monitoring, tracking and evaluating employee activities.
  • Assessing training needs of staff as well as developing and implementing on the job-training programmes.
  • Supporting the Director to execute administrative functions including fleet, assets and office management. Performing any other duties assigned to you by the Director.

Minimum Qualifications and Experience.
Applicants should possess a good University degree with Human Resources Management offered as a major subject with at least five years experience in human resource management and or administration gained from a reputable institution.

Possession of a Post Graduate Diploma or higher qualification in Human Resource Management will be an added advantage.

2. Job Title: Stores Assistant (1 Post)
Duty Station: Buginyanya ZARDI, Sironko
Salary Scale: UR 6
Tasks and Responsibilities:

  • Receive and verify incoming supplies in conjunction with internal audit. Check all incoming supplies against order
  • Put supplies in proper safe stock location
  • Issue supplies from store and execute proper forms
  • Take periodic stock counts in line with set standards
  • Maintain generally accepted storekeeping standards governing categorization billing and records.
  • Liaise with Procurement Unit on replenishment and acquisition of materials in respect to lead times and delivery details.
  • Advise Management on unserviceable, obsolete and unwanted materials in store with the view of disposing of the same.

Minimum Qualifications and Experience
A Diploma in Stores Management or equivalent obtained from a recognised institution with at least a minimum of 3 years experience in a reputable organisation or Government Department.
Must have compu-ter knowledge.

3. Job Title: Accounts Assistant (1 Post)
Duty Station:
Buginyanya ZARDI, Sironko
Salary Scale: UR 6

  • Receiving cash or banker’s cheques, recording financial transactions, counting money to verify amounts and issuing receipts for funds received.
  • Recording and computing total funds collected with amounts of currency in register to verify balances.
  • Preparing bank deposit slips in order to ensure that all collections are promptly banked in accordance with accounting procedures.
  • Compiling, sorting and checking payment instructions to ensure calculations are correct and supported by receipts and other accounting documents before posting details of financial transactions.
  • Receiving monthly operational funds and ensuring that cheque is endorsed by authorised person before banking.
  • Disbursing cash and writing vouchers and cheques in order to make payment against specified expenditures requisitions.
  • Preparing cheque payments and refund claims and ensuring that payments are made against verifiable accounting documents.
  • Posting data and balancing accounts as well as compiling collections, disbursements and bank reconciliation reports.
  • Maintaining complete records of all financial transactions such as payment vouchers, receipts and other documents in accordance with accounting procedures.
  • Reconciling the cashbook with bank statements and checking balances against verifiable documents on a monthly basis.
  • Preparing monthly revenue, expenditure returns, financial state-ments and reports to cover specified periods.

Minimum Qualifications and Experience
A Diploma Accounts or Diploma in Business Studies or equivalent obtained from a recognised institution with at least a minimum of 3 years experience in a reputable organisation or Government Department. Must have computer and accounting skills.

Duty Station: Buginyanya Zonal Agricultural Research and Development Institute – Sironko

Reporting: All staff will report to the Director of Research.

Tenure of Office: Four years contract renewable subject to satisfactory performance.

Age: Candidates should not be above 45 years of age.
