STANDARDISATION STRATEGY IMPLEMENTATION COORDINATOR

REQUEST FOR EXPRESSIONS OF INTEREST (RE-ADVERTISED)
The Government of Uganda has received fi nancing from the World Bank towards the cost of the Second Private Sector Competitiveness Project, and intends to apply part of the proceeds for consultant services. The consultant will be based at the Uganda National Bureau of Standards (UNBS) and will work as Coordinator for the implementation of the National Standardisation Strategy that has been developed for Uganda. The Project seeks an individual consultant with broad based, hands on international experience in: Development of policies, regulations, procedures and instructions facilitating implementation of strategies in developing countries.

The services include:
i. Develop work plans including objectives, activities, output and budgets for the national standardization strategy implementation under the Private Sector Competitiveness Project II.
ii. Provide technical input in to the national standardization strategy implementation in Uganda
iii. Develop and implement a national coordination mechanism including managing a national standardization forum to enhance cooperation and coherence within the national standardization system
iv. Participate in the review of various policies and legislations conferring mandates on standards and conformity assessment institutions in order to enhance the standards and conformity assessment infrastructure.
v. Coordinate the implementation of a laboratory plan to enable collaborative networking between the public and private sector laboratories and create a sustainable framework for provision of laboratory services
vi. Coordinate the review and restructuring of Uganda’s standards development infrastructure, processes and tools in order to enhance industry competitiveness in line with national objectives, interests and priorities
vii. Oversee the development and implementations of key regulatory tools for the effective implementation of the national standardization strategy in Uganda
viii. Advice the project management and stakeholders on budgetary provision for the implementation of the national standardization strategy and develop innovative funding mechanisms to attract funding from various sources (in the public, private and development partners).
ix. Coordinate the development and implementation of the awareness strategy under the standardization strategy
x. Promote the adoption and the use of standards in public policy and legislation to foster business competitiveness and protection of public health, safety and the environment.
xi. Coordinate the setting up national certifi cation systems to provide industry with a means to assure conformity to market requirements
xii. Liaise with the Ministry of Trade, Tourism and Industries (MTTI) in establishing a national accreditation system to provide confi dence in the national competences in conformity assessment infrastructure in line with market requirements
xiii. Coordinate the design, development and implementation of capacity building actions within the stakeholders to facilitate adoption, implementation and monitoring of standards conformance issues
xiv. Coordinate and direct the usage of the project equipments, including the vehicle, procured for implementation of the strategy
xv. To carry out other activities and duties necessary for national standardization strategy implementation
xvi. Submit regular reports to the project management and stakeholders on the progress in the implementation of the strategy
1. The Second Private Sector Competitiveness Project now invites eligible consultants to indicate their interest in providing the services.
Interested consultants should posses the following minimum qualifications:
i) A Masters degree from an accredited university in any of the following disciplines:, physical sciences, biological sciences, engineering, economics, or other related professional area
ii) At least 10 years of practical experience in the Standards and conformity assessment sector
iii) At least 05 years of experience in working with governments and the private sector in policy design and implementation as well as business promotion.
iv) Experience in the development and implementation of regulatory and conformity assessment systems
v) The coordinator shall also have good communication and coordination skills.
vi) The Coordinator shall report to the Deputy Executive Director (Technical) at Uganda National Bureau of Standards and liaise with the Ministry of Tourism, Trade and Industry (MTTI) and the PSCP II Secretariat at the Private Sector Foundation Uganda (PSFU).
2. The Coordinator will initially be offered a one year contract renewable for another year based on performance and progress of the implementation of the strategy.
3. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Current Edition)
